The growth policy implements a 1973 law, the Adequate Public Facilities Ordinance, which directs development to areas where public services are in place. County planners drafting the 2009-2011 Growth Policy are rethinking how we manage growth, looking beyond basing it just on congestion relief and school capacity. The existing code is a cumbersome and in many instances content is no longer relevant to a mature county facing growth and development issues based on reuse and renovation rather than new site development.
